BOGUS COLLEGES IN MACHAKOS SHUT DOWN BY MINISTRY

Development and Social Work students have protested over the poor quality of services rendered to them at the institution.

The students disclosed that they paid for exams but the management failed to remit the exam fee to the Kenya National Examinations Council.

They further claimed the authorities failed to convey the examination dates and timings to them. “We’re getting a raw deal from this institution and we’re calling on the management to up its game for we’re making sacrifices so that we can have good college education,” students told the press

The rowdy students also demanded that the management refunds the money they have been paying for exams. This is the third case since last year.
Diploma students had paid Sh9,600 while certificate students deposited Sh7,400 but the management failed to honour its pledge.

“We have enough evidence that they failed to have a direct link with the KNEC. Does it mean that we filled fake documents from the exam body,” one of the students asked.
Some students who declined to be named for fear of victimisation said they were calling for the intervention of the government since some the institutions are bogus.

Students revealed that the entire management was in somewhat ‘a business venture’ as they were ever formulating new college requirements without realising any positive achievements.

POLICE PROBE LOSS OF CERTIFICATES AT KIBABII

Police in Bungoma town are investigating the disappearance of 24 Kenya National Examination Council  certificates of the 2012 candidates at the Kibabii Diploma Teachers Training College.
According to a source which asked for anonymity, the certificates disappeared from the safe in the principal’s office and efforts to trace them have been futile.

The college senior principal Jessica Simiyu is now heaping blame on her secretary whom she says may have a clue on how the certificates got lost because she has the spare key of the safe.
“I called the police here to help us unearth the puzzle on how some of the certificates got lost mysteriously and yet they are kept in a fire proof safe which is always under lock in my office, they are not here to intimidate anybody,” said Simiyu.

The senior principal said that she had informed Kenya National Examination Council over the matter and added that they were paying attention to the problem.

However, the source said that a number of students whose certificates got lost have not been told the truth about the whereabouts of their certificates and the school management has been playing games with them.

KNEC replaces lost certificates. Affected students now cannot produce tertiary certificates to help them secure employment despite having used their resources to train as teachers.
The 216 candidates sat for the KNEC exams in 2012 at KDTTC and up to date 24 of them have not received their certificates.

A former student tried to commit suicide by drinking dry gin at a popular joint in Bungoma town and was only saved by barmaids who helped him to come out of danger. He had failed to secure his certificate.

The student said his guardian was on his neck demanding for the certificate and was suspecting that he had embezzled school fees and that is the main reason he had not collected his KNEC certificate.

“If I return home without a KNEC certificate, I will be dead meat because my uncle does not want to understand any of my excuses. I take the KNEC certificate home with me or a go to unknown place for ever,” said the student.

Another student from Kisumu who sat for KNEC exams in 2012 and has not received his certificate said that his efforts to the get the essential document have been fruitless because the management has been giving out unfulfilled promises yet they continue wasting money on  transport to the institution.

NAROK COUNTY GOVERNMENT GHOST WORKERS PAID MILLIONS MONTHLY

Panic has gripped the management staff of Narok county government as they ponder what next following exposure by a recently carried out  human resource audit of a major financial scandal involving millions of shillings through payment of salaries to non-existing staff.

President Uhuru Kenyatta and Deputy William Ruto have been called upon to move with speed and order immediate arrest and prosecution of of those behind financial mess at the mostly considered the richest county in the country.

The Narok county government has for many years been losing Sh24 million every month that translate to close Sh300 million annually through payment of ghost workers, the audit has revealed .

Narok county governor Samuel ole Tunai who officially received the audit report in his office quickly exonerated his one year administration from blame saying the detected mess in the payroll was inherited from the former Narok county and town councils administrations.

Tunai said the  12 weeks  staff audit carried out by Deloitte and Touche revealed that more than  200 ghost employee have been receiving their ‘salaries’ some to the tune of more Sh100,000 monthly through their fictitious bank accounts.

The governor who was flanked by his deputy Everlin Eruasa and county executive officers among others explained that some of the alleged ghost workers were among the staff in the health and agriculture departments that  were recently  devolved to the county government.
During the auditing exercise according to the report a total of 2,363 employees inherited from the former Narok county council presented themselves for the headcount, registration and verification process .

The report revealed that 300 employees could not ascertain how they got employed because they had no supporting documents that matched the human resource records that could firmly support their presence in the payroll.

The 166 reported ghost employee who did not present themselves before the vetting panel received monthly salaries to a tune of  Sh15 million that translate to  close to Sh186 million annually .

The report further reveals that 13 of the perceived ghost workers were still active workers despite their records showing that they attained mandatory retirement age years ago. They however  earned a total of more than Sh1.2 million monthly.
Among the 903 officers devolved from the central government, the report  adds,  85 could not be physically traced but all earned a whopping Sh7.4million monthly

The report released to the press by the governor further revealed that among the devolved staff to the county government from the central government 11 had no appointment letters but earned more than Sh1.8 million monthly a problem inherited from their mother ministry .
More interestingly 42 staff did not appear in the human resource register and in the payroll thus their actual monthly pay could not be easily established but estimated.

The report further reveals that another group of 42 individuals were irregularly hired without appointment letters or with unsigned appointment letters and were paid a total of Sh3.5 million monthly.

A furious Governor Tunai said during a press briefing in his Narok town office that that all those who will be implicated in  the unearthed financial scandal in the county government will face the full force of the law irrespective of their political or social status.
He said that beside facing fraud charges they will have to pay back the lost money

SIAYA COMMUNICATIONS DIRECTOR OPERATES UNDER A TREE

The director of communications in the office of the Siaya governor Cornel Rasanga is a man under siege since his appointment after the governor disowned him.

Kenneth Ogosia, a renowned veteran journalist has since his appointment a year ago, has never been able to exercise his mandate following perceived differences with Rasanga.
Rasanga whose wife is the Kenya News Agency, Siaya county bureau chief  has openly frustrated Ogosia’s efforts to settle and discharge his duties as stipulated by ensuring that no office is set aside for communications.

Investigations by Weekly Citizen revealed that Rozilla Rasanga was about to report to Mombasa as the regional bureau chief before the abrupt change of events that saw her headed to Siaya immediately the husband was announced the county governor.

The governor is reported to have literally chased Ogosia in the full glare of the public including investors who had paid a courtesy call to Rasanga’s office.

It is said Rasanga wanted Dave Opiyo who is currently working with the Nation Media Group as his director of communications even though Ogosia beat him to emerge second during the interviews that was published in the local dailies.

Ogosia appeared before the Siaya county board chaired by former Gem MP Joe Donde among other panelists where he was engaged in a gruesome interview before beating other three contestants.

Since then, he has been making technical appearance back and forth at the governor’s office precincts sometimes sitting under a tree waiting for an assignment.
Little has been done to rectify the situation which is currently sending shivers in the spines of many who have expressed interest for the position.

Dave Opiyo once made a dramatic visit to the governor’s office to asses the situation but left unceremoniously after the governor demanded that he resigns from his Nation job immediately without obtaining an official appointment letter which Ogosia has in his possession from the public service board.

Opiyo claims that Rasanga surprised him by suggesting that he starts working immediately as his case will be sorted out “kienyeji”, something that did not go down well with him.
Opiyo has since returned to his previous work station as Rasanga is reportedly sourcing for the services of television journalist Bonny Odinga.

Following the stalemate, the communication unit which is key to any functional unit has remained in the dark with his speeches being drafted by the chief of staff Alois Obare despite the fact that he has no journalism background.

MY CLAN IS GETTING RAW DEAL, MP TELLS GOVERNOR

Narok county governor Samuel ole Tunai to serve all people living in the county without discrimination in line with the Uhuru Kenyatta ruling Jubilee government administration policy.
The MP who was elected on TNA ticket claimed that despite overwhelming support Uhuru and William Ruto Jubilee coalition enjoyed in the county, supporters allied to TNA are allegedly getting a raw deal from the county government.

Kenta pointed out that the governor, for unknown reason has blacklisted his Narok North constituency saying that services, resources and employment opportunities earmarked for the area is being shifted to the governor’s perceived political correct areas.

A furious Kenta wondered why Narok town and the neighbouring estates perceived to be the TNA strongholds have been denied services as evidenced by heaps of garbage that litter most pathways and pose health hazard to the residents.

“Narok town is the county headquarters and gateway to the world famous Maasai Mara Game Reserve but today is rated amongst the dirtiest county headquarters in country. The governor Tunai and his team have deliberately ignored Narok town business community despite huge amount of revenue they pay to the county  through business licence fee just because they supported and elected a Jubilee MP,’’ claimed Ole Kenta as he called for fair services to all by the county government.

Kenta made history in Narok county after he brought to an abrupt end the long political career of veteran politician William Ole Ntimama. Kenta is the only M out six in the county elected on TNA ticket while others including the governor, senator and women representative are elected on URP platform.

Kenta told Narok North constituency residents to stand up and stop shying away from demanding from the county their democratic rightful share of the county cake.
“The governor should share available resources and employment opportunities equitably to all communities irrespective of their party affiliation or ethnic backgrounds living in the county. We shall seek legal redress if need be to compel him to give all our democratic rights’’ thundered Kenta at Masikonde Primary School when he addressed parents, teachers and pupils after he officially opened two newly constructed classrooms funded by his Narok North constituency development fund kitty.

Kenta said the current situation in employment opportunities and distribution of resources in the county clearly demonstrated unfairness when some communities worse of all the Purko clan of the Maasai of the Maa community were allegedly deliberately locked out.
Kenta said that he has no apology to make to anybody for demanding the rightful share of the county cake for the Maa community Purko clan whom he claimed have been unfairly left out in deployment of officers in senior county leadership positions.

“Members of the Purko clan who are the majority among the Maa speaking community have suffered under the leadership of Governor Tunai. They have been completely locked out in favour of relatively small clans courtesy of their political affiliation,’’ a furious Kenta claimed amid thunderous applause from the crowd.

He said it is the Purko clan and other communities living in the county constitutional right to get employment in the county for as long as they meet required entry grades.

The MP vowed not to sit and watch his people languish in poverty and lack of service when the governor was importing people from outside the county to work in the area saying the county has enough skilled people to take all employment positions.
