Immediate former Machakos county government director of water David Kitavi is reported to have hit out at Governor Alfred Mutua and his government terming it as corrupt. Kitavi is reported to have divulged that what Kenyans see, ear and read as development projects is public relations exercise and allegedly theft of public funds. Kitavi reportedly claims that while he worked as director of water, his work was to release money that went to individuals’ pockets among them Mutua, water executive officer Francis Maliti and a one Lemmy Nzuma.
Kitavi who was accompanied by Paul Matheka, Charles Matheka and recently sacked county employee Paul Kidawa is said to be bitter after he lost the war to Maliti and Lemmy. Those who know the ongoings in the water department claim Kitavi used to ask high kickbacks sometimes using Mutua’s name. The Kitavi, Matheka, Kidawa group which is allied to deputy governor Benard Kiala is reportedly planning to give evidence incriminating Mutua.
The group reportedly claims to be on pay of chief officer Nimrod Mbai to do odd jobs for the governor on those who do not agree with the governor. Mbai comes from Kitui and was the bodyguard of Mutua when he was spokesman. Kitavi was one time Matuu councillor and residents claim that he brought down the council with LATF, water and roads funds being pocketed.
Matheka who is said to claim to be married to Amos Kimunya’s daughter was contracted by Machakos county government in 2013 to desilt Yatta Canal but residents claim no work was done. The contract was for Sh15m and the contractor was supposed to employ locals but this never was. Matheka was the main CDF contractor during the former MP Charles Kilonzo’s period and it is said Kilonzo used to get big cuts. He has built a petrol station at Kithimani and now runs Paul Matheka Foundation which organised end-of-year food donation at Sofia market where about 20 people got food but allegedly started to diarrhoea!
